If I have no anti virus software active, and the game won't install, it's definitely something wrong with the game. Furthermore, this isn't the first time this game has thrown out "malicious files" that anti virus software have picked up. WebGenerally you don't directly run content downloaded from the Steam workshop. True for most games that sandboxes mods and force modders to use a restricted API or what have you. For the majority of games, there would need to be either a game/engine exploit or some kind of wider workshop exploit for code to be executed.
